Harry Potter question about Crabbe and Goyle?

In the end of the fourth book it is revealed that there are death eaters named Crabbe and Goyle. Are these the Crabbe and Goyle that are malfoy's friends? because if they are, then how comes Fudge says to harry that all the death eaters he named that were there the night voldemort came back (including crabbe and goyle) were captured 13 years ago?
