What does it mean when a guy says this?

So I was just joking around with this guy. And I admit that I was getting kind of annoying, and you know how sometimes people criticize other people just for the fun of it? He said, "I'm getting a tattoo tomorrow." He was talking to his friends and I said, "Eww, why would you want to get a tattoo?" And he said, "Man get off my d**k." What does that mean? I was just joking around with him that night, I wasn't really being serious. Why would a guy say this? And what does it mean?
